PROBLEM TO BE SOLVED: To suitably achieve requirement regarding various kinds of functions of a vehicle driving unit without increasing a calculating load of a computer regarding a control device of the vehicle driving unit. SOLUTION: The control device is provided with a hierarchical control structure comprising a requirement generation hierarchy 10, an arbitration hierarchy 20 and a control amount setting hierarchy 30, and a signal is transmitted to one way from the upper hierarchy to the lower hierarchy. Requirement output elements 12, 14 and 16 for numerically expressing requirements regarding various kinds of the functions and outputting them are provided for each of the functions on the requirement generation hierarchy 10. Arbitration elements 22, 24 and 26 are provided for each classification of the requirements on the arbitration hierarchy 20. The arbitration elements 22, 24 and 26 integrate the requirement value of the corresponding classification so as to be arbitrated to one requirement value in accordance with a regulation. The control amount setting hierarchy 30 is provided with an adjustment part 32 for adjusting the arbitrated requirement values based on the mutual relationship, and control amount calculating elements 34, 36 and 38 for calculating control amounts of actuators 42, 44 and 46 based on the adjusted requirement value.
