PROBLEM TO BE SOLVED: To provide a lighting system which can provide satisfactory moving image responsiveness with a high use efficiency of light and can reduce flicker, and a projector using the lighting device. SOLUTION: The lighting system includes a light source part 11R for supplying coherent light and a phase modulation part 13R for modulating a phase of the coherent light from the light source part 11R and making it incident on a face to be irradiated. The phase modulation part 13R causes light to scan on at least a partial area of the face to be irradiated, by changing the phase of the coherent light while generating diffracted light corresponding to a phase modulation pattern.
