PROBLEM TO BE SOLVED: To solve the problem of the difficulty in providing sufficient informations by a display using LED, because the display capacity of the display is not so large, and further a visually impaired person cannot obtain the information. SOLUTION: This device provides a first information and at the same time, provides a second information related to the first information by transmitting the information. The first information is displayed on an LED light-emitting means or the LED light-emitting means is used for an illuminator. Furthermore, the second information is transmitted with the optical communication by flickering LED of the LED light emitting means at a high speed which cannot be determined by human eyes, and the information is provided to a receiver. |
