<p><P>PROBLEM TO BE SOLVED: To provide an IP-PBX system capable of continuing communication service without being affected by access restriction on data in a main database of a main call control server, and capable of data distribution. <P>SOLUTION: The IP-PBX system 10 causes the main database 22 of the main call control server 20 and the substitute database 26 of a substitute call control server 24 to record information required for call control into a group of tables for each kind thereof.
