PROBLEM TO BE SOLVED: To improve the certainty of specification of an illegally parked vehicle while suppressing the cost. SOLUTION: This system comprises an illegal parking management means 20 including a member I/O part 21 (member report receiving means) receiving illegally parked vehicle information from a terminal 13 carried by a member; a stationary camera I/O part 22 receiving image information from a stationary camera 14 set on a road; and an on-vehicle camera I/O part 23 receiving image information from an on-vehicle camera 15 set on a route bus B. When a vehicle specified as illegal parking by receiving the information thereof by the member I/O part 21 is confirmed to be an illegally parked vehicle from the information received from the stationary camera 14 or the on-vehicle camera 15, the management means determines this specified vehicle as the illegally parked vehicle.
