摘要 PROBLEM TO BE SOLVED: To predict a sudden environmental change more accurately.SOLUTION: A measured value is received from measurement devices 3A to 3Z in which a large number of communication units 11 are disposed with high density, and a prediction unit 13 calculates and totalizes a change rate of measured value for each of the measurement devices 3A to 3Z, finds a change rate of measured value for each district, and compares the change rate for each district with a change rate in a peripheral district. It is thereby made possible to detect a district in which a sudden environmental change has occurred. When a device, such as a photovoltaic power generation device or a wearable terminal, which is expected to spread in future and would be disposed in multitude with high density is used as the measurement devices 3A to 3Z, there will be no need to add a new measurement function or communication function for prediction purposes.SELECTED DRAWING: Figure 1
