By stopping a primary side switching device 8 at the primary side circuit 1a by, for example, an external command based on an execution command, etc., from a computer software, the power supplying circuit is automatically switched from the primary side circuit to the discharging circuit 3d side which has the secondary battery 14 as an input source. At that time, when the secondary battery 14 is discharged by 90% and it reaches the terminal voltage, a battery voltage drop signal is generated and the signal is received by the computer again and a battery residual charge confirmation test is performed. Therefore, the secondary battery can be checked periodically and thereby a power cut preventive measure can be taken.
