PROBLEM TO BE SOLVED: To obtain activated charcoal for an electrode, with which the expansion under charging can be reduced, when the activated carbon constitutes a polarizable electrode. SOLUTION: Activated carbon for an electrode of an electric double-layer capacitor is manufactured, by applying an alkaline an invigorating process to easily graphitizable carbon powder. For the alkaline invigorating agent, a mixed invigorating agent composed of KOH and NaOH is used. The content of NaOH in the mixed invigorating agent is 10 wt.%<=NaOH<=90 wt.%.
