PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which can satisfactorily prevent the occurrence of interference fringes to coherent light while maintaining photosensitivity peculiar to an electrophotographic photoreceptor useful in the case where it is used together with coherent light having a prescribed wavelength on a high level over a long period of time and can easily be produced at a low cost and to provide an electrophotographic process cartridge with the photoreceptor and an image forming device. SOLUTION: The electrophotographic photoreceptor is used together with coherent light having a wavelength in the range of 380-500 nm and has an electrically conductive substrate 2 and a photosensitive film 6, 8 with a layer 4, 8 containing both an electric charge generating material and fine particles of <=1μm average particle diameter disposed on the substrate 2.
