PROBLEM TO BE SOLVED: To obtain a ground-improving grouting material instantaneously expressing high set strength and high in infiltrativeness as well. SOLUTION: The ground-improving grouting material is obtained by mixing a main material compounded with water glass with an additive compounded with water and a water-insoluble ester. In this case, the main material is mixed so as to be≥18 (mass/volume)% in silica concentration, and the additive is mixed so that it is made into micelle by compounding a surfactant and the neutralization percentage of the alkali fraction of the water glass by an acid formed by esterolysis comes to 40% or greater.
