PROBLEM TO BE SOLVED: To save the labor, time, and cost required for fine adjustment of clearance and installation of a spacer by easily installing cutter blades in a shredder main body with no need of their assembly in a rotary shaft in a shredder. SOLUTION: The cutter 10 comprises a rotary shaft 12 and a plurality of cutter blades 14 installed in the circumference of the rotary shaft 12. Each cutter blades 14 are formed by cutting a material together with the rotary shaft 12 to be in unity with the rotary shaft 12. Each cutter blade 14 has an uneven knurling tool 18 formed by cutting in the outer circumference. The knurling tool 18 is formed in the cutting blade part 14a of the cutter blade 14.
