PROBLEM TO BE SOLVED: To feed cold water and warm water to a load side by two pipes and to improve COP (Coefficient Of Performance) of the whole system when operating individual heat source devices by reducing heat source water circulation quantity of a central heat source device. SOLUTION: High-temperature cold water from the central heat source device 11 circulates through a main outgoing pipe 12, a connection pipe 14 and a main return pipe 13. A zone air conditioner 1 treats a load by the high-temperature cold water from the main outgoing pipe 12. A heat pump 31 produces low-temperature cold water using return water from the main return pipe 13 as a heat source to feed it to the zone air conditioner 1. A primary treatment side heat exchanger 2a of an outside air treatment air conditioner 2 primarily treats the outside air by the high-temperature cold water from the main outgoing pipe 12. A heat pump 51 produces low-temperature cold water using the return water from the main return pipe 13 as the heat source to feed it to a secondary treatment side heat exchanger 2b for secondarily treating the outside air after the primary treatment.
