A method for manufacturing catalyst compositions and a process for producing fluorinated olefins using the same are provided to make two-valent metal fluorides doped with alkali metal fluorides commercially practical. A method for manufacturing catalyst compositions comprises the following steps of: dissolving alkali metal halide in a solvent by solubilizing or dissolving alkali metal fluorides materially; forming slurry of a two-valent metal and the alkali metal halide by adding two-valent metal fluorides in an alkali metal fluorides solution; and forming a soil mass of the two-valent metal fluorides by removing all solvents from the slurry. A catalyst composition is indicated as a chemical formula, MX / M'F2.
