<p>PURPOSE: To reduce the bit volume and to prevent the degradation in quality of a restored picture by extracting motion components of an analysis object through dynamic motion evaluation and extracting the shape of the analysis object also. CONSTITUTION: An overall motion analyzer 3 analyzes an overall motion in accordance with a target picture 1 and a reference picture 2 to generate motion information and shape information of the analysis object as first parameters. An overall motion synthesizer 4 uses first parameters to constitute a tentative restored picture 51 of the reference picture 2. A block motion analyzer 53 uses the target picture 1, the restored picture 51, and a background picture 52 to analyze the motion of a prescribed unit block and generates motion information and shape information of the block as second parameters. A block motion synthesizer 54 uses second parameters to perform a small motion processing, a background processing, or a processing of an area, where motion evaluation is impossible, in accordance with a mode, thus constituting a final restored picture. A background processor 58 corrects and manages the background picture extracted from the final restored picture.</p> |
