PURPOSE: To provide a digital encoding device and method for encoding a high speed analog cyclic waveform by using a relatively low speed circuit. CONSTITUTION: This digital encoding device obtains the (p) pieces of analog samples in a cyclic signal waveform at each of (m) pieces of different sample points, generates (q) bits from each different sample, and encodes the cyclic analog waveform into (m) pieces of (n) bit digital words. In this case, (m), (n), (p), and (q) are positive integers, and (p) and (q) are smaller than (n), and (p)×(q)=(n).
