PROBLEM TO BE SOLVED: To provide a controller for learning the generation method of model input for achieving a model output target value by using a model simulating the characteristics of a control target, generating operation signals according to a learned result and determining the model output target value for achieving an operation target value by the measurement signals of the control target. SOLUTION: The controller comprises: a model for predicting the value of the measurement signals to be obtained when the operation signals are supplied to the control target; a function of learning the generation method of the model input so that model output may achieve a target value; a function of determining the operation signals to be supplied to the control target according to the result of learning; a database for storing the limit value of the measurement signals set beforehand; an external input interface for capturing the measurement signals of the control target; a measurement signal database for storing the value of the captured measurement signals; and a function of determining the initial value of the model output target value by using the result of calculating at least one of the average value, maximum value and minimum value of the measurement signals stored in the measurement signal database and the limit value of the measurement signals.
