PROBLEM TO BE SOLVED: To effectively operate a change fund and to prevent a change paying machine from running out of change. SOLUTION: A storage part of a cash data management device 4 holds a change required amount setting table for setting the required number of bills for every denomination of cash for change for every change paying machine, and a change-in-stock table according to change paying machines setting the number of replenished bills for every denomination to the change paying machine, obtained from the required number of bills for every denomination based on the change required amount setting table and the number of stocked bills of cash for change for every denomination notified from the change paying machine. When information for specifying the change paying machine is transmitted from a cash processor, the cash data management device 4 notifies the cash processor of the number of replenished bills for every denomination of cash for change set in the change-in-stock table according to the change paying machines, and pays the cash for change.
