PROBLEM TO BE SOLVED: To prevent an outsider from acquiring without permission an application program downloaded from a host computer. SOLUTION: A host computer 1 downloads an application program 11 to a volatile memory module 21 of a terminal equipment 2. When an open/close sensor 23 detects an open state of a terminal casing 22, the computer 1 transmits a power OFF signal to a power circuit 24 to forcibly turn off the power supply of the equipment 2 and erases the program 11 which is expanded to the module 21. When the power supply of the equipment 2 is turned on again, the computer 1 checks the download permission flag of a terminal monitoring program 12 and never downloads the program 11 unless the open state of the casing 22 is permitted by the computer 1.
