an output counting means for increasing the number of output cells by one if an output counter increasing request signal is inputted from a mean cell transmitting speed monitoring control block; an S-counting means for increasing the number of cells by one if an S-counter increasing request signal is inputted; a measuring period information storing means for storing a measuring period value from a control system; a threshold value storing means for storing an initial threshold value from the control system; a reference ratio information storing means for storing a reference ratio from the control system; a measuring period counting means for receiving the measuring period value and for decreasing the value by one, if a measuring period value decreasing request signal is inputted; a reference ratio comparing means for comparing the output of the S-counting means divided by the output of the output counting means with the reference ratio value of the reference ratio information storing means to determine increment/decrement of the threshold value; and an up-down counting means for receiving the threshold value from the threshold value storing means and for outputting a threshold value changing request signal to the mean cell transmitting speed monitoring control block.
