PROBLEM TO BE SOLVED: To provide a pigment solution which has a range of organic pigment species being usable for a fine particle manufacturing method such as reprecipitation, the range being widened by uniformly dissolving insoluble pigments which are conventionally difficult to be dissolved, to provide a pigment solution which has the above excellent characteristics, which is suitably used in the reprecipitaion to obtain nanometer size pigment fine particles, and which has viscosity suppressed to a low level, and to provide the organic pigment nanoparticle manufacturing method using the pigment solution, and the organic pigment nanoparticles obtained by the method. SOLUTION: The pigment solution for manufacturing the fine particles includes at least the organic pigment, a base, and a high dielectric organic solvent with a high relative permittivity of 50 or more.
