The paper processing appts. includes a smoothing roller (14) acting together with a lower fluted cylinder (12) to apply a sheet of cover paper (4) to a sheet of fluted paper (2) passing around the fluted cylinder (12). There is a drive mechanism (16) downstream of the lower fluted cylinder (12) situated in such a position that the paper covers a certain angle (e) about the fluted roller. The traction roller applies a tension (f) to the cardboard which is reflected in a pressure (p) urging the cover paper against the surface of the fluted roller. The linear force applied to the lower smoothing roller is adjusted to a small value between 0 and 7 N/mm. An actuator and force detector are provided to adjust the force with which the rollers are urged together.
