PROBLEM TO BE SOLVED: To provide a printing controller and a printing method, for obtaining a clear image when the image is formed from image data and character data, and to provide an image forming device and an image forming method using them. SOLUTION: A conversion pattern is changed-over by a difference in printing output mode only by adding the simple printing controller shown by Figure without changing the configuration of a multilevel video generating part in cases where an edge is emphasized and gradation property is given priority. Thus the clearer image is obtained.
