PROBLEM TO BE SOLVED: To easily restrain the input current from the commercial power supply to a rated current or less, when performing charging to an electric double layer capacitor being an auxiliary power supply. SOLUTION: The device comprises: an electric double layer capacitor 116 for supplying electric power to a sub-heater 119; a rectification/charging circuit 113 for charging the electric double layer capacitor 116; an input current detecting part 111 for detecting the input current of the commercial power supply 110; a voltage detecting part 115 for detecting the charged voltage of the electric double layer capacitor 116; a charge and discharge switching part 114 for switching over whether to charge the electric double layer capacitor 116 or to discharge to the sub-heater 119, or not to charge/discharge the electric double layer capacitor 116; and a control/drive part 101 which controls the charging volume of the electric double layer capacitor 116 to a constant power based on the voltage of the commercial power supply 110, the input current at the input current detecting part 115, and the charged voltage at the voltage detecting part 115.
