PROBLEM TO BE SOLVED: To analyze information to be obtained from a device and information to be outputted and set by means of division, to unnecessitate analyzing the whole words and phrases of a template file and to shorten a time required for analysis by constructing the template file by means of division into a header describing part and a text describing part. SOLUTION: A command identifier for identifying the obtaining and setting of network device information and a template identifier for identifying the template to be used are generated and information of the network device corresponding to the command identifier is obtained from the header describing part of the file which is designated by the template identifier (S103, 104 and 105). The variable number of the file text describing part is set in accordance with obtained information and converted into a form to be outputted (S106). The time required for analysis is shortened by analyzing information to be obtained from the device and information to be outputted and set by division.
