PROBLEM TO BE SOLVED: To prevent data transmission performance to a plurality of terminals from deteriorating in a system for transmitting data to the terminals from a server. SOLUTION: The server 1 for transmitting the data to the plurality of terminals 61, 62, 63 and 64 is provided with a terminal state management table 40 whose contents are changed according to data transmission results to the terminals 61, 62, 63 and 64 and which is composed of a list of terminal names related to states of the plurality of terminals and with a failed terminal management table 50 composed of a list of terminal names related to failures of the plurality of terminals, and transmits the data to the plurality of terminals 61, 62, 63 and 64 according to the tables.
