PURPOSE:To safely disconnect/connect networks by making it possible for another network to use a file possessed by a certain network even during the disconnection of the file from the network, and at the time of reconnecting the file to the original network, making it possible to update the file without generating contradiction. CONSTITUTION:A network control system is constituted of local networks 1 to 3, nodes 11, 12, 21, 22, 31, 32, servers 13, 23, 33 gate ways 41, 42, and data bases 14, 15. Even during the disconnection of a file from a certain network, the file can be used for another network, and at the time of reconnecting the file to the original network, the file can be updated without generating contradiction. Thus, the networks can safely be disconnected/connected.
