PURPOSE: An apparatus and a method for controlling a bank refresh are provided to perform a hidden refresh by using a bank address signal as a reset signal and controlling a bank combination according to a predetermined bank order. CONSTITUTION: N-numbers input buffering units(12,14,16) buffer N-numbers bank address signals inputted from an external together with a refresh instruction signal. A (N-1) number counting unit is reset by a signal outputted from the N-numbers input buffering units(12,14,16). A switching unit(40) switches the counting signal of the (N-1) number counting unit into an internal bank refresh combination signal according to an external bank address signal. A chip-set control unit(50) uses the internal bank refresh combination signal to generate internal bank addresses for performing the refresh operation.
