PURPOSE:To improve the measurement accuracy by measuring a time interval between the time point when a state variation is detected to a data and the previous or next sampling time point, and synchronizing the data which is brought to sampling, at the time of executing asynchronously sampling by a prescribed period at a different spot. CONSTITUTION:A voltage quantity and a current quantity of a system is inputted by a transformer 1 and a current transformer 2, and brought to sampling by a prescribed period by a sampling means 5 through analog filters 3, 4. Data from the transformer 1 and the current transformer 2 are inputted to a fault detecting means 10, as well, and when a fault is detected, a detecting signal is stored in a timer 11 and the first memory 8, and the timer 11 starts to count, and stops counting by the next sampling signal. A central unit receives a data from each terminal equipment, derives a shift of sampling in each terminal equipment from a count value of a timer of each terminal equipment, and can execute a correction and a synchronization of the data.
