摘要 PROBLEM TO BE SOLVED: To lower the initial cost and the running cost of a fuel cell power generating apparatus by making the apparatus have a structure in which heat supply from the outside at the time of starting a fuel cell and waste heat recovery during the operation are carried out with a single apparatus and the waste heat recovery is carried out during the operation of the fuel cell without directly taking steam out of a cooling water system. SOLUTION: In a fuel cell power generating apparatus provided with a cooling water circulating circuit to circulate and send cooling water to a cooling plate 1c through a steam separating apparatus 2 and a cooling water circulating pump 3 for the cooling plate 1c of a fuel cell main body 1; a heat exchanging apparatus 9 having bi-directional functions as a condenser and a steam generator for cooling and heating is installed in the cooling water circulating circuit. At the time of starting the fuel cell, the cell main body is heated while utilizing steam for starting which is supplied from the outside through a heat exchanging apparatus as a heat source and at the time of the operation, the generated steam is taken outside and supplied to a facility to utilize waste heat and thus waste heat of a fuel cell main body and effective use of the waste heat can be carried out by employing a single heat exchanging apparatus in common.
