PURPOSE: A method for primarily transmitting voice data using a quality of service(QoS) mechanism is provided to primarily extract voice over internet protocol(VoIP) packets when the VoIP packets are transmitted, by using an internet protocol(IP)-based network, to transmit the extracted VoIP packets with individual units and then transmit remaining packets with individual units, so as to perform high quality of voice data transmissions. CONSTITUTION: A voice over internet protocol(VoIP) classifier classifies packets transmitted from user terminals into VoIP-related voice packets and extra packets. A queue is composed of a VoIP packet queue(VoPQ) and an extra packet queue(BEQ). The VoPQ temporarily stores the VoIP-related voice packets. The BEQ temporarily stores the extra packets. A quality of service(QoS) mechanism includes a priority scheduler. The priority scheduler gives transmission priorities to the VoIP-related voice packets, to primarily transmit the VoIP-related packets to the internet. The VoIP classifier decides whether a packet transmitted from a user terminal is a user datagram protocol(UDP) packet. If so, the VoIP classifier transmits the UDP packet to the VoPQ. If the packet is not the UDP packet, the VoIP classifier transmits the packet of the user terminal to the BEQ. The priority scheduler primarily transmits the UDP packet of the VoPQ.
