METHOD AND DEVICE FOR CHANGING OUTPUT DELAY OF AUDIO OR VIDEO DATA ENCODING

PROBLEM TO BE SOLVED: To delay an audio encoder in a switchable way in order to enable a switchable bit rate in accordance with the selection of an operator. SOLUTION: An encoding system having a related video and audio encoder is used for TV broadcasting. Audio and video delays are adjusted before audio and video streams are multiplexed and transmitted. According to a time stamp mechanism, an input time stamp related to data to be encoded is generated and replaced by using a data delay constant before an output by an output time stamp derived from the input time stamp. The input time stamp controls the delay of encoding processing, and the output time stamp shows an output time. The data delay constant can be changed in order to make switchable output delay possible. An allocated output time stamp is made to remain as it is. An output time stamp is calculated by using a new delay constant in the data of an unallocated output time stamp.
