A method and an apparatus for generating a residual data stream and a method and an apparatus for reconstructing an image block are provided to transfer more data closer to a DC element among data which influences improvement of image quality to a decoding terminal based on probability. A video signal including the first picture layer bit stream and the second picture layer bit stream is received. Motion information of a target block in the first picture layer is predicted. Motion vector difference information of the target block is obtained. The motion vector of the target block is obtained by adding the predicted motion information of the target block and the motion vector difference information.
