PROBLEM TO BE SOLVED: To achieve easy search of recording positions, when recording inter- frame compressed data in the unit GOP on a recording medium. SOLUTION: In a video-recording apparatus, a fixed-length filling means 12 for filling variable-length coded data with non-specified length into a fixed recording area preset on a recording medium 16 in 1 GOP composed of n frames. A temporary storage means 13 temporarily stores data which are cannot fill the recording area as the remaining data. The filling means 12 reads out the last remaining data from the storage means 13 to be crammed into coded data of this time, when inputting the variable-length coded data in the next n frames units.
