PROBLEM TO BE SOLVED: To reduce fluctuation of the blow-off air temperature of a heat exchanger, to be generated caused by fluctuation of hot water pressure based on fluctuation of revolutions of a water pump to be driven by a traveling engine, and fluctuation of the blow-off air temperature of the heat exchanger, to be generated caused by fluctuation of the outside air introducing amount based on fluctuation of ram pressure. SOLUTION: Fluctuation of the blow-off air temperature, to be generated caused by a change of the outside air introducing amount based on a change of ram pressure to be generated when the vehicle speed is changed by the specified amount (0 to 150km/h) in an outside air mode is taken asΔTal, and fluctuation of the blow-off air temperature, to be generated caused by a change of hot water pressure based on fluctuation of engine speed to be generated when the vehicle speed is changed by the specified amount in an inside air mode is taken asΔTa2, and the opening target value of a pressure response valve 6 in the range of the engine speed fluctuation to be generated when the vehicle speed is changed by the specified amount is set so thatΔTa2 may be approximately half ofΔTa1.
