The device has a phase comparator, a clock generator, a working sampling device whose decision threshold and sampling time point are set by a controller, a measurement sampling device with adjustable sampling time point and independently adjustable decision threshold and a comparator circuit. A controller varies the decision thresholds and sampling time points and optimizes those of the working sampling device based on the comparison values. The device has a phase comparator, a clock generator for recovering a clock signal, a working sampling device (E1,TV1,A1) whose decision threshold and sampling time point are set by a controller, a measurement sampling device (E2,TV2,A2) with adjustable sampling time point and independently adjustable decision threshold and a comparator circuit (V) for bit-wise comparison of the sampled binary signals (AS1,AS2). A controller (ST) varies the decision thresholds and sampling time points and optimizes those of the working sampling device based on the comparison values.
