1.2-28 wt.% boric anhydride is mixed with 98.8-72 wt.% ethylene glycol and may be heated to a temp. not exceeding 100 degrees C. Ammonium carbonate is added to the mixture, pref. at a temp. below 70 degrees C., to adjust the pH of the mixture to 4.5-6.5.
