PROBLEM TO BE SOLVED: To provide a voting terminal and a voting system preventing alteration of the voting contents and illegal voting and improving the efficiency of the collecting works. SOLUTION: This voting terminal is constituted of an optical recording medium disposed with a plurality of holograms 2. This terminal is so formed that same control information used in a same vote counting section is recorded in an information recording medium 1 having encoded information as reproduction images and a disposed order of the holograms 2 before a voter receives the information recording medium 1. This voting terminal is characterized in that the voter records the selected voting information in the information recording medium 1 by an irreversible recording method.
