PROBLEM TO BE SOLVED: To provide medical emulsion formulations that can release a drug's active ingredient of internal aqueous phase after administration to a patient and can exert a drug effect on hepatocellular carcinoma, while being a stable emulsion; and to provide production methods thereof.SOLUTION: The invention provides a w/o/w type emulsion formulation characterized in which an internal aqueous phase is a drug-containing aqueous solution, polyoxyethylene hardened castor oil is contained in an oil phase as a surfactant, a w/o oil droplet is dispersed into an external aqueous phase, and the addition mole number of ethylene oxide of polyoxyethylene hardened castor oil is 1 to 9.SELECTED DRAWING: Figure 1
