SYSTEM FOR CONTROLLING COOMMUNICATION SPEED

PROBLEM TO BE SOLVED: To optimize the load conditions of a communication network by calculating proper encoding speed when an estimated transmission delay becomes out of a target range and reuesting change into encoding speed as the calculation result to an information transmitting device side. SOLUTION: A transmission delay estimatig part 20 estimates the transmission delay based on bit rate information of a signal which is received in a communication control part 17. An encoding speed updating requesting part 21 calculates encoding speed to be requested for an encoding part 15 in the information transmitting device 11. The encoding speed updating requesting part 21 gives the request value of the calculated encoding speed to the communication control part 17 and the request speed is made into a packet by the communication control part 17 and transmitted to the information transmitting device 12 with a packet communication network 13. The packet is resolved the communication control part 16 at the side of the information transmitting device 12 and the request speed is given to the encoding part 15. The encoding part 15 changes the value of encoding speed into the requesting value.
