PROBLEM TO BE SOLVED: To reduce image deterioration which is caused by block noise and to improve compressibility in an encoding method which divides image information into blocks and encodes them. SOLUTION: This method divides image data into block units, quantizes each pixel that is included in the block between the maximum and minimum values of each block and quantizes blocks. In such cases, quantization error which is caused when pixel is quantized is distributed to ambient pixels of the pixel. When the difference between the maximum and minimum values is equal to or more than a preliminarily fixed threshold, pixel is quantized with a 1st quantization bit number, and when it is less than the threshold, pixel is quantized with a 2nd quantization bit number which is smaller than the 1st one. |
