PURPOSE:To obtain the encoder of a higher encoding efficiency by more efficiently removing redundancy in time than usual. CONSTITUTION:This device is constituted of a means which divides a field to be encoded into blocks, means which stores decoded signals before prescribed even number (m) fields and before prescribed odd number (n) fields for the fields to be encoded, scanning line interpolating means which prepares a picture signal between each scanning line by an interpolation by using the stored signal before the (n) fields, means 6-8 which detect movement between the signal of an encoded block and the signal of each screen, means 9-11 which prepare a predicted signal from the signal of each screen based on the detected movement information, means 16 which calculates a difference signal between the predicted signal and the signal of the encoded block, means 15 which compares the calculated difference signals, means 17 which selects one of the difference signals from the compared result, and means 20 which encodes the selected difference signal. |
