A charging and discharging control circuit and a battery device are provided to have high safety even when being connected to a charger performing pulse charging and a load by preventing erroneous detection of discharge over-current in an over-discharge state. A charging and discharging control circuit(402) includes an overcharge detection circuit(306), an over-discharge detection circuit(307), an over-current detection circuit(408), a delay circuit(309), and a logic circuit(405). The overcharge detection circuit monitors voltages of both ends of a battery(201) to detect an over-charge state of the battery. The over-discharge detection circuit monitors the voltages of the both ends of the battery to detect an over-discharge state of the battery. The over-current detection circuit monitors voltages of both ends of a current limit circuit to detect a charge over-current state or a discharge over-current state of the battery. The delay circuit is common to the detection circuits and delays detection signals of the overcharge detection circuit, the over-discharge detection circuit, and the over-current detection circuit. The logic circuit outputs a signal to control the current limit circuit based on the detection signal output from the delay signal. The charging and discharging control circuit invalidates charge over-current detection in an over-charge state, and discharge over-current detection in an over-discharge state.
