PROBLEM TO BE SOLVED: To make a sheath of a desired sectional shape, laminate it on a conductor at an outlet, and form a sheath containing gas without excessively pressurizing a follicle partitioned and closed by a radiation partition wall each other in longitudinal direction by providing an opening communicating with a path between guides at a cylindrical part of a dice. A dice 3 is tapered from a conical base shaped part 32 coaxial with the guide 2 to form a cylindrical part 31. An internal surface of this dice 3 constitutes a cylindrical path 34 with an outer surface of the guide 2, and an intermediate sheath is produced by an insulating material 35 from a molding device. An opening communicating with the path 34 is provided in a cylindrical part 31 of the dice 3, a desired shape is given to an insulating material 35, and a sheath section is shaped like a spoke wheel. A molded insulating material 35 is laminated with the conductor simultaneously from an outlet 37.
