PROBLEM TO BE SOLVED: To contribute to safe service and fixed-time service by making arbitrary information obtainable at an arbitrary position on a course with voice or a screen. SOLUTION: A course is inputted from a course-inputting device 3 in advance and an its-own-ship position calculation device 5 and an its-own-ship position judging device 6 are stored. Also, a message output point and messages are inputted to the its-own-ship position judging device 6 by a message-inputting device 5. When an its-own-ship starts navigating, the its-own-ship position calculation device 5 reads the position of the ship and the bow azimuth of the ship from a position-measuring device 1 and a gyro 2, respectively, thus calculating the position of the navigation of the ship on a scheduled course. The its-own-ship judging device 6 compares a position on the scheduled course of the ship with a preset registered point, judges whether the ship passed a point on the scheduled course or not, and reads a message being registered at the point and outputs it to a voice-outputting device 7 and a screen-outputting device 8 when the ship passes the point on the scheduled course.
