PROBLEM TO BE SOLVED: To provide an apparatus having high water utilization rate and capable efficiently of desalting and to provide a desalting method using the apparatus. SOLUTION: The desalting apparatus has a continuous electrically deionizing unit having a raw water inlet, a desalted water discharge port and a concentrated water discharge port, a flow-through type electric double-layer capacitor having an inlet and an outlet, a means for connecting a concentrated water discharge port of the continuous electrically deionizing unit and the inlet of the liquid passing type electric double-layer capacitor and a means for connecting the outlet of the flow-through type electric double-layer capacitor and the raw water inlet of the continuous electrically deionizing unit, and in the desalting method, the raw water is supplied to the continuous electrically deionizing unit to discharge the desalted water and the concentrated water, and the effluent obtained by passing the concentrated water through the flow- through type electric double-layer capacitor is supplied to the continuous electrically deionizing unit together with the raw water.
