PROBLEM TO BE SOLVED: To assure the reproduction of a seamless image at the side of a decoder by providing an encoder buffer to temporarily store an input bit stream and smoothing the fluctuation of the input code value for a short time when two bit streams are joined together and transmitted. SOLUTION: An encoder buffer 103 which temporarily stores the input bit streams outputs a bit stream at an output bit rate Rout that is instructed an output bit rate controller 109. The rate Rout is calculated by a encoder buffer simulator 112 based on the schedule of an input bit rate Rin of a decoder buffer of the receiver side. When two bit streams are joined together and transmitted, the output bit rate of the buffer 103 is controlled to be set at the value that is equal to or larger than the initial bit occupation value of the decoder buffer that is needed for the decoding start of the later one of both bit streams.
