A wheel bearing assembly in a vehicle and a method for manufacturing the same are provided to prevent vibration and uneven wear of a brake by restricting run-out of a brake rotor, and to restrict noise by minimizing run-out of a wheel mounting flange. A wheel bearing assembly includes an outer member(3), an inner member(1), and rolling elements(8). Two track surfaces(3a,3b) are formed in the inner periphery of the outer member, and track surfaces(1a,1b) are formed in the inner member corresponding to the track surfaces of the outer member. Two rows of rolling elements are arranged between the inner member and the outer member, and a wheel mounting flange(2) is formed in the inner member. A bolt hole(11) for a hub bolt(7) is formed in the wheel mounting flange to fix a wheel. A brake rotor(20) is fastened firmly by the hub bolt between the wheel hub and the outside of the wheel mounting flange.
