PURPOSE:To improve the activity efficiency of a communication line by transferring messages with low transfer priority comprehensively at the time of transferring the message requiring immediate transfer by providing a mail box in which the message to be mailed to an electronic mailing device is stored transiently on a message transfer agent. CONSTITUTION:A user agent 1 at a transmission side generates the message instead of the user of the electronic mail at the time of transferring the message, and sets a call to request the message to the message transfer agent 2 at the transmission side by the transmission indication of a user. The agent 2 detects the message transfer agent 2 to which the user agent 1 at a reception side belongs or a diffusion message agent 3, and transfers the message to the agent 2 or the agent 3. The message with priority order lower than a prescribed order is registered once on the mail box 4 corresponding to the unit 1 of the agent 3 at the reception side by referring to the priority order of the mailing of the message.
