PROBLEM TO BE SOLVED: To reflect the irregular order receipt data to the process planning in a real time. SOLUTION: A process planning forming means 6 confirms whether a new order receipt data is stored in a new order receipt data storing data base 1 or not. When the new order receipt data is stored, an actual data base 5 is referred to, the order receipt data in working or after working is confirmed, the order receipt data not yet started except for the confirmed data in working or after working is extracted from an order receipt stored data base 2, and the new order receipt data is extracted from the new order receipt data stored data base 1. A new process planning is formed on the basis of the order receipt data and the new order receipt data, and the formed new process planning is renewed to and stored into a process planning data base 4. The new order receipt data stored in the new order receipt data stored data base 1 is moved to the order receipt data stored data base 2.
