The circuit comprises a ROM, a microprocessor, a chip set mounting a peripheral unit, a decoder connected to address terminals of the chip set, a first OR gate with inputs connected to an output of the decoder and a terminal of the chip set, a second OR gate with inputs connected to an output of the first OR gate and an output of a NAND gate, an AND gate with inputs connected to an output of the second OR gate and a terminal of a modem/video graphic array, and a regulator with a control terminal connected to an inverter, thereby reducing unnecessary power consumption.
